And one person(renter) pays 25 persent of all utilities. Where can I find out information of all utilities billsfrom the last 6 month for residential housing in Wahsington State?

You will see gov/company data for an average....you will set your own energy use. Each month, sit down with the utility bills and split them to be fair...if you know some one is over abusive of a utility....sit down and talk some more to conserve or have proof of their excess.

Is this household a group of roommates? A family and boarders? You do not elaborate.....

I have a family of 7. But, we aren't in WA. Here our elec is $150, water $40 Sewer $40 and we don't have any extras besides internet at $50. But, I suggest if it is a group of roomys that each month you have a sit down and divvy up the bills. That way it is fair. Groceries can either be shared (i like that better - more friendly) or each roomy can have an assigned cabinet in the kitchen. You can also check with the utility comps to see what the AVERAGE usage for the property is. Just remember usage changes with whoever lives there. Most utilities are going to charge a deposit based on previous usage anyway.

You really have to be a little more specific. Washing state is a big area, some of it is very expensive, some of it is ecconomic. I don't know how you came up with 25% for the renter. The bills from the last 6 months don't equal the next 6 months. The cost of heating isn't the same as 6 months of cooling.pp

call your local utility providers and see what was billed for the past 6 months prior to you moving in.

We are a 5 person household. 3100 Sq. feet home.
It's averaged $220. a month. This is Ore.

no clue, we rent so incuded except comcast phone, cable, internet , like 170 or so

the water and electric and gas is maybe $200 a month I bet for 2 people
