It looks slightly Impressionistic, but with Sinatra as the subjest I'm more tempted to lean towards Pop Art.

I think it is impressionist, But I am not sure. You might want to look it up. I think Picasso may have did similar artwork, but like I said, it has been a while since art school so you may want to double check me.
