How much time they actually spend in prison varies from state to state and is dependent upon several things. Prison overcrowding, good time etc. In Texas the overcrowding has become so bad I understand that non-violent offenders can do as little as 30% of their sentence.

on the Federal level, it did change several years ago. If you were sentenced to 5, you did 5, maybe 4 yrs 10 months if your conduct was outstanding.
No more 5 to 20 year sentence, with time off for good behavior. This made judges look tough, but they really weren't.

i would propose a law that all prisoners do every second of their sentence plus life time probation
