Not for the people who use their brains first. For them it's about which country they are from - if someone is from a Latino culture, a US citizen living in America, that's radically different from someone from the same culture, living outside the USA.

For the bigots they just hate people who don't have white skin.

BTW - I am a naturalized American. Before I became a US citizen I was still treated far better than some families who have been US citizens for several generations. Why - because I'm white. I'm a farm boy from England.

That's part of the struggle of living in a melting pot, instead of a homogenous socieity such as Taiwan or Japan.
