I was also told struts are fine (don't need to be replaced yet)...just something needs to be tightened on them...

Can anyone else give me some information on what any of this vague information means?

Could be Struts, CV Joints, or "A" Frame bushings. Check at good front end or alignment shop.

I'd be more inclined to think you may have a faulty strut bearing. They are placed between the front struts and coil springs. They technically not part of the strut. They act as a retainer with a swivel ball bearing cage to allow the strut to rotate inside the strut tower while at the same time retain the coil spring in place. If a mechanic would dis-connect both outer tie-rod ends and turn each wheel by hand back and forth he'll be able to actually hear a bad strut bearing. It's a 15 minute job to do this check. There's nothing to be tightened inside of a strut so nothing can be loose.
At the same time CV joint condition should be checked.

If it's front wheel drive there is a good chance it is your CV joints.
