The president is going to uh-dress is correct.

The presidents add-ress is 1600 Pennsylvania Avenue. However, uh-dress is also used by some people like others such as me use add-ress.

in american usage, you say uh-dress when using it as a verb. i have to uh- dress the nation. also when using it as a noun, it is also uh- dress if you mean how you address someone.
the only time its used ad-dress is when you talk about what is on someone's mail box.

but in all these cases "uh- dress" is an acceptable, correct pronunciation.

Brits stress the second syllable whether it means a place, a speech, or to make a speech. Americans stress the first syllable when it means place; often, when it means a speech; and rarely when it means to make a speech. It's probably a regional thing.
