Generally speaking, anybody has the right to park on a public street in front of your house. However, some cities have a law requiring the car owner to move the car every certain number of days, and a few cities require that the driver have a special residential permit in order to park in front of a house. You can also check if the guy's registration or inspection sticker are expired, then you can have him ticketed for that as it's illegal to park any car on a public street if it's paperwork isn't in proper order. And if it's registered as a commercial vehicle (it would say it on the license plate) it's definitely illegal to park it on a residential street overnight.

If it is on a public street, then legally they can park there. After a certain period of time however, the car would be considered abandoned. Check with your local city government or police department for the time periods.
If you know who the car belongs to and can contact them, that would be a smarter approach. Perhaps the person who parked there was visiting a neighbour and became ill and was taken to hospital. It would be sad for him to return to find his car removed and be required to go through the difficulties and expenses of retrieving it.

You don't own the street so a car can be parked there. If it has been unmoved for three days, call the police and report an abandoned car. If they investigate and agree it has been abandoned, they will move it.

That depends on the city in which you live. Each city has different rules. If the car is creating a nuissance for you, you can probably have it towed. I suggest you call the cops and report it as abandoned if it hasn't been driven in 3 days.

If you own the property NO they cannot, on the otherhand, if it's in a public street there is nothing you can do. But if it's not, have the darn thing towed!

make bigger your decorations to the section you do no longer choose them parking on. considering the fact that your house is already decked out, no person will think of something of it, this is purely area of the festivities.

i dont think they are supposed to but i also think that if you tell the police that they wont really care, they will just ask them to move the car. i owuld take matters into my own hands and go up to the person and tell him if he doesnt move it soon that you will have it towed away.
