It is definitely possible for them to go to the state colleges here, and many do. Financial aid becomes a little complicated for someone without a social security number.

And no, financial aid is for the Americans who either immigrated legally or were born here. ss
Once you (or whoever) are a citizen, then you can apply for aid.
