Math was created sometime in prehistory, no one knows exactly when. The Egyptians made the first written records of their grain and animal inventories and that was simple addition and subtraction so that is when we first know about math, but I am sure that earlier societies had some form of math.
Math and writing are so similar that they probably formed at the same time. Math is how you keep track of things and to do that you would need to keep a record; even if it is only a number of lines; with one line for each item counted. That is how math got its start. Writing got its start when someone tried to describe what those accounting records were for. For example they would draw a sheep or a cow or grain. Over time those drawings became stylized symbols; letters.
This would be a Urany system; a base one system
According to Wikipedia: http://en.wikipedia.org/wiki/Unary_numeral_system
“The unary numeral system (base-1, a non-standard positional numeral system) is the simplest numeral system to represent natural numbers: in order to represent a number N, an arbitrarily chosen symbol is repeated N times. For example, using the symbol | (a tally mark), the number 6 is represented as ||||||. The standard method of counting on one's fingers is effectively a unary system. Unary is most useful in counting or tallying ongoing results, such as the score in a game of sports, since no intermediate results need to be erased or discarded.”
According to Wikipedia: http://en.wikipedia.org/wiki/Elementary_arithmetic
“The question of whether or not calculators should be used, and whether traditional mathematics manual computation methods should still be taught in elementary school has provoked heated controversy as many standards-based mathematics texts deliberately omit some or most standard computation methods. The 1989 NCTM standards led to curricula which de-emphasized or omitted much of what was considered to be elementary arithmetic in elementary school, and replaced it with emphasis on topics traditionally studied in college such as algebra, statistics and problem solving.”
The NCTM = “The National Council of Teachers of Mathematics (NCTM) was founded in 1920. It has grown to be the world's largest organization concerned with mathematics education, having close to 100,000 members across the USA and Canada, and internationally.”
In the US they changed to rules on how to teach math in 1989.
When cavemen wanted to find out how many nuts they had for a meal and how to divide them up among the family they invented math to do it. That was at the dawn of civilization.
Isaac Newton, the inventor of physics had to invent calculus (the most advanced form of math) to describe physics.

There were cave rocks found in South Africa with scratched Geometric patterns dating back to around 70,000 BC. That's about as far back as we're gonna get, methinks.

There was no year that can be pinned down for this. It's like asking what year was the first word spoken.
