It was successful in that it ended the monarchy but the Reign of Terror led to the collapse of any gains made by the people. Anarchy led to Napoleon who eventually conquered most of Europe. He made himself emperor and placed his relatives and friends on the various thrones of Europe. When he was finally defeated, France attempted to govern itself without a monarch but eventually the monarchy was restored.

Ultimately, France did become a country led by a body elected by the citizens but only after a number of constitutions were created and then replaced.

The French revolution's rallying cry of "Liberty, Fraternity and Equality" reflected the desire to follow the freedoms in the United States, France did not have experience with an elected government and a monarch whose powers were restricted as the English did.

For the people of France it was. I need more info, unless you mean 'successful' as getting rid of the monarchy and establishing a new government.
