Start by studying the 10th amendment in the bill of rights.

It is the Constitution of the US that guarantees States rights,not the government.
If it was up to the government, all states rights would have "gone south" (pun intended) after the civil war, and there would now be no states rights at all.

First and foremost, the Federal Gov't derives its power from the States.

Any State denied protection by the Federal Gov't is within its right to enforce its own protection.
