This 'simple' question is a huge undertaking. The definition of the word "question" is based on a 'truth'. Truth is a common held belief that is not necessarily finite. 500 years the 'truth' was that the world was flat. Christopher Columbus realized that the 'truth' was wrong. The 'truth' is that 1+1 is 2.but there is a mathematician that can prove that it doesn't. Therefore, the question at hand can be either yes or no as truth is irrelevant, because this is seeking a finite answer and one cannot be created. (OK, now I need to take a nap)

No, "this" is not a question per se but in a strictly grammatical sense your statement is interrogative.
