Does it impact the decision if I disclose my race/gender. I know alot of colleges have started incorporating racial quotas and that could impact my acceptance (especially if my grades are only slightly above the previous class's middle 50).

Will disclosing my race/gender help or hurt my acceptance chance?

It doesn't impact your decision, and I don't know where you hard that a lot of schools have started incorporating racial quotas, but that would be very specifically against federal law, so it isn't happening (a lot of people are paranoid about this).

Depending on the school it could either help or hurt your chances. In the state I live in, the schools can no longer use race/gender as a determining factor. Many school are starting to do this, best rule of thumb, if they don't ask, then do not include the information. If they do ask then be honest.
