I installed vinyl cove base in a 44,000 sq. ft. building, using Vinyl Cove base adhesive, with a fine tooth, notched trowel. I've even used the adhesive as a kind of caulk in other formats.

I can't know WHY yours won't stick without more detail. It isn't like construction adhesive that one allows to meet a surface, pull away, tack, and re-press, but any decent cove base adhesive is tacky enough to hold long enough to set over 24 hrs. The problem areas are OUTSIDE corners. Another problem is the EVEN appliaction, not just the line squeezed from the tube of caulk gun, Hence the toothed trowel to evenly spread it on the back of the vinyl strips, often sold in 4 ft. lengths.

If you removed old base molding (or even if new installation), make sure the wall surface is smooth and clean and dry (important!). Touch up any paint on the walls before installing the new base molding. If you have the self-adhesive vinyl coving and it is not sticky anymore, you can still use it by applying new vinyl coving adhesive.

Try using Liquid Nails Construction Adhesive. It bonds almost anything to anything.

To answer your question, try using double sided tape.
