depends on the college. some colleges have very strict rules when you use their networks. Others are not so strict. You are better off walking down and using the free WiFi at the local Starbucks.

The college has the right the restrict use of their network however they see fit. If they have a policy prohibiting access to certain sites, they can, at minimum, bar you from the network if you break the rules. Depending on how the college rules are written, they may be able to expel you for breaking the rules.

Possibly. When I was in college, I had to sign a user agreement that outlined what I could and could not do on the college's network before I was even allowed to use it. I would try to find your college's computer network rules before you do anything.

Depends on the college. A good college would have tracking and might have rules against it. A less... Expensive college will not have any tracking and if your using a public account, then you can't get in trouble, unless your caught and your college has rules against it =)

We can't download porn (or anything) on my college's computers. But, I've seen people look at porn while at school. I mean, it's strange and creepy, but I guess you could do that as an alternative to downloading it -- just find some free sites.

yes you can get expelled from college for it. Depends on the college rules as to how far they want to go. They could even pursue civil penalties. Best thing if you haven't gotten caught yet is to stop.
