China, Israel, U.S., Britain, France, Pakistan, India, North Korea, and Russia. all of them have them and use them as a deterrent against the others. If all of us on your block had a gun and instructed you which you weren't allowed to own one because of the fact it grew to become into too risky, what could you do? while all of us supplies up their "weapons", then we are going to communicate.

officially they have signatories of the Nuclear Non Proliferation Treaty, but there are allegations that they have an unofficial nuclear program of some sorts.
