Unfortunately, it appears that a person possibly affected with mental illness aggravated a situation. Due to the actions of the possibly mentally disturbed subject, lethal force was required and justified. Sadly, too many persons with mental illness do not receive treatment or refuse treatment. It is illegal to force someone with mental illness to receive treatment without a court order. Sadly, a court order will not be issued until that person injures them self or others. It is not a "failure" of the mental health system in the United States, it is the way it was redesigned in the 60's after major abuses of the system.
