The biggest difference is the front side bus speed and the power consumption. Look up which one has the highest FSB and lowest voltage consumption. The 1.8 probably has a 667MHz FSB and the 2.0 probably has a 800MHz. A normal user will notice the difference big time. I upgraded the processor in my wifes laptop from an AMD Sempron to the Turion 64. The Turion has a clock speed of 1.6GHz, where as the Sempron had a clock speed of 1.8GHz. She noticed a big difference in performance and she is a computer noob. It all depends what they are using the computer for. I build computers and sell them and the speed is a big factor as well as the L2 cache and FSB speed. The L2 cache is probably higher in the 2.0 due to the Slimline PC using a mobile processor. The FSB on the slimline is 533MHz to 667 Max. The 6125N has a minimum of 800MHz to a 1066MHz FSB. Go with the 6125 if you are doing anything with games, music, videos, pictures, etc, even if it may have a slower or faster processor.

In comparing these 2 machines side by side, both have advantages and disadvantages to them, it is going to depend on what you are looking to use your machine for primarily. the 6125 series offers better memory expandability having a total of 4 memory slots and a memory capacity of 4gigs versus the 3180 with 2 memory slots and 2gigs maximum capacity. The next thing to consider is the 6125 is listed as Vista Home Basic as its operating system which is nothing more than an upgraded look to Windows XP without most of the benefits Vista was designed to offer. The 3180 comes with Vista Home Premium, which will offer you more built in features and a better experience, this is similar to Windows XP Media Center version for viewing videos and photos.
In overall comparison, I would recommend the S3180IN series if you can live with only 2gigs of system memory, mostly because it has a more functional version of Vista installed, you won't notice much of a performance loss over the 2gig Core 2 Duo of the other machine, as both a systems are Core 2 Duo processors.
Basically I would say go with the S3180IN machine with a couple of upgrades if possible:
Expand your system memory from the standard 1gig to the capacity of 2gigs with supported PC2-5300 memory modules.
Purchase and install a PCI-Express video card with dedicated video graphics memory, you can select from any manufacturers brand whether ATI or Nvidia based cards, I would recommend this card: http://www.mwave.com/mwave/viewspec.hmx?scriteria=4357333 which was built and designed for Vista and Directx10, comes with 256mgs of ddr3 dedicated video graphics memory which will free up shared resources from you system total memory and provide a substantually improved video output.

I agree with dze. Get a fast SATA hard drive, fast RAM, a mobo with a fast bus speed, and high-performance peripherals. Any one of those can be your weakest link.
Is this for gaming? Multimedia? 3-D Rendering? Crypt Deciphering? E-mail? ;-)
