With all due respect do you mean Tung Oil?

Tungston is a metal alloy. Certainly OIL may be used to TOOL it, but Tungston itself is not an oil base.

A decent vinyl should be sealed to it's pattern/color, at least. If yours is staining; it's unlikely you'll remove anything that absorbed. If it's not sheet stock, and has seams anywhere; certainly it can also stain from the bottom up, due to the substance of the stock, beyond the surface sealing.
