If i am a guest at the wynn, do i get a red card?
Also, does a red card let you get into the front of the buffet?

You don't even need to be a guest. Just ask a member of staff where to get your red card and they will point you to card services where you can pick one up.

It is not a VIP card so it does not get you to the front of any lines. It is merely a players card. You stick it in the slots if you are playing them to earn comp dollars, and have a shot at winning bonus money now and then. You present the card when playing table games to be rated as a player. If you give the casino enough action they will reward you with free stuff. If you give them a certain amount of action you will be rewarded with even more stuff and probably a VIP version of the red card.

anyone can get a red card @ Wynn, although when you check in your room key can also be used for your rating as a player..as far as front of the buffet you need to gamble and ask for a comp meal from the pit boss or the concierge
