I cannot get my D.L. because i got a learning disability and i forget and dont understand when how to make turnabouts, changing lanes, and so i continue to fail the tests, i already have bumped into 4 cars during the test cause i cannot drive. but i need to get around and where i live there is only limited number of sidewalks what are my options?

try a bike, or public transportation

You can try finding a train station near you. Also, look in a phone book and get the numbers for some cab companies. Chances are, there is one that operates near your home and will be willing to drive you wherever you need. Usually towns and cities have their own modes of mass transportation, such as buses. All of these are viable options, so choose depending on your monetary needs.

Well you could pay to take driving lessons. Believe me they are use to horrible drivers and people that don't speak very good English.

You could ride a bike, take the bus, catch a ride with someone, get a small motor scooter.
