Find out what's locking it up.
If it won't turn in either direction
it may not be worth fixing.
If you decide to try, you'll have
to do a tear down anyway.
Start with the cam cover and oil pan.
If the freeze-up is the main bearings,
go no further, unless it's a classic.

I can only assume you have checked the starter and battery. Sometimes the starter will stay engaged causing an owner to think the motor is seized. If you have eliminated these, you have two options. First, you could drop the oil pan and loosen the bearings for the crankshaft. Do not remove them completely. Use a breakover bar to rotate the engine via the crankshaft bolt at the pulley side of the crankshaft. If it does not turn at this point, reassemble and re-torque the main bearings. Remove both valve covers and make sure you haven't dropped a valve or something. If these tasks don't help, you can assume the problem is in the camshaft.

What vehicle are we talking about ?? I have seen some 90's GM cars with a sized alternator mimick a locked engine. The serpentine belt hold so much pressure that the engine wont turn. Before you commit to any major repairs remove the fan / serpentine belt and see if it will turn. If not remove the spark plugs and squirt some synthetic oil in the holes for a few days and try again. If it doesn't free up easliy its due for a major repair

Remove the spark plugs. Try to turn the engine with a large socket wrench on the nut at the crankshaft pulley.

If it doesn't turn you can put WD40 in all of the spark plug holes and try working it back and forth.

If this doesn't work, the engine is siezed up and will require a complete tear down.

I would do a rebuild, but then that`s me. There`s a reason it locked up, It does not need to throw a rod to seize up.

Why did it lock up? Were you driving at the time? Give us a little more to go on, there is the motor thats been setting up, and there is the boat anchor.

put coke in thes park plug holes let it sit for 4days than put in light oil work the crank back and forth with breaker bar
