There isn't a dress code for the "strip" If you go to clubs there is. dress what's right for you. Good walking shoes, you'll be standing and walking a lot.
If you are there for more than the one night. Hit Fremont on a different night, it is worth your time going.

Because it is a big party night, and there will be tons of people on the Strip, you'll probably want to dress in a festive, party, or club type of outfit (mind the heels if you plan on walking a lot). You may want to bring a wrap, light jacket, or sweater, too because it can actually be chilly in winter months.
Whether or not you like Fremont Street will depend on what type of person you are. Downtown is frequented by tourists, but the locals that live here are rejuvenating it with "Old Vegas" attractions, funky art galleries, bars like Beauty Bar, etc. If you want to see a slot machine that actually still takes quarters (and spits them out when you win) or get a .99 cent shrimp cocktail and soak up the kitschy old-school feel- Fremont is the place. For the mainstream attractions, expensive drinks, and mega-casinos stay on the Strip.

You will find of people wearing a huge mix regular street clothes, casual, festive and even some black ties. New Year's Eve is a huge party night. The last time, my friends and I were dressed festively and enjoyed 2 great parties and the strip. BTW, yes it'll be just as wild and crazy on Freemont St. So pretty much anywhere you go, expect the party to be in full swing. There are also fireworks display at several casinos, it's best to look them up. Also, it might get a bit chilly outside (though you may not know it), so bring a jacket.

Dress code on the Strip is pretty casual unless your going to a club or restaurant where you might want to dress up. The Strip is better than Fremont St.

I watch the Las Vegas New Years celebration on TV every year. (Why go out and fight the crowds?)
You see everything from Shorts and a T-shorts, casual, suits and fancy evening wear to wedding dresses. You see a lot of "year" glasses, hats, beads and all kinds of New Years Eve items. Expect there to be a lot of people and big crowds.
