A racket is a non-legitimate business where money is transferred from one person to another but does not involve any products or services. In legal terms it is called racketering - perhaps you have heard this on Law and Order or some other legal television show. It is a felony in most states to be involved with racketering,

Knowingly soliciting money from others with the promise to invest, without any investment vehicle (such investment vehicles include but are not limited to 401(k), CDs, or stocks, bonds, or mutual funds) to invest in, circulating funds from one person to another. This is the most common form of racketering.
