absolute monarchy seems to form during the 1200-1600s under the ideals of Machavelli's book the Prince, ideals of the medieval period, and the use of kings being thought as the person who speaks from god. Kings were seen as gods chosen person for the government or people of that government. Through this period knights were replaced by the bow and medieval kingdoms or structure changed dramastically. The king became the head of the government. This is demonstrated by the French and the English. Under Louis XIV and the Tudor dynasty is where the first absolute monarchies started to form in Europe. So to answer your question about the late 1400's ( 15th century) to the late 1600's ( 17th century) is where absolute monarchy and monarchy itself is best shown. These two dynastys or monarchys are the supreme examples of it. The French are known as the Bourbons dynasty( if you want to know there monarchy name)
There are other monarchys but they aren't as important as the Englisha dn the French are. Hope this helps u out

There is no one date that can be given. Absolute monarchy in the West began at different times in Russia and France, for example.
