oh gosh pls help if you know about budgetary systems?

Doing a uni project on company budgetary systems and need help with narrative info about the budgetary system. If you work for company that does it, pls help.

Essentially all the Managers are always much too busy to do a proper analysis .. so they make it all up, usually by adding 10% on top of last years figures ..

The Directors take one look at the total, scream 'no way' .. and everyones budget is halved ..

Those who asked for twice as much as they needed are happy and those who were honest are punished .. so next time everyone lies even more about the minimium they need ..
