It is gross, and very unhygenic.

In a pool, such as a public one, I would have to agree with the others that it would pose a sanitary risk to the others. Chlorinated water or not, your period blood is a health risk and should be contained. Having a tampon in is a good idea, and shouldn't be any more uncomfortable to you as any other time, or any more noticeable. If you are asking about open water, such as a pond, river, or ocean, I see no reason why not. So far as period blood and sharks are concerned, they are not attracted to it. They know the difference between fresh blood from a wounded animal, or fish, versus period blood.

In Australia you wouldn't be allowed to they have very strict public health and safety laws at all public spas and pools here. Since your in the US go right ahead it wouldn't matter, they all wear clothes clean or unwashed clothes into the public pools over there my as well add one more public health risk into the petrie dishes you all swim in. Just just as long as your not HIV positive or have Hep B the only worse thing that could happen is getting Hep A or a gastric virus or a contagious skin rash from putting yourself at risk swimming in any US swimming pool due to there very low standards for public health and safety.

I would suggest not going unless you are barely bleeding. Its just not sanitary for the other swimmers near you. I'd say don't go without a tampon.

If it's in the ocean, no prob. If it's in a swimming pool, it's kind of gross for the other people using the pool...
If it's at a water park, then go ahead, your swimming in piss, ****, blood, and maybe some loose pubes anyway.

Yes. When you're in the water you don't bleed. If your bleeding is really heavy then it might not be the best idea only because you start bleeding again once you're out of the water but I normally do it and it's worked fine for me.

Its okay to go Swimming with out one in but as soon as you get out go to the bathroom and put on in.
The blood per particles permillon of water is insignificant , just remeber to put on in after you bleed more after getting out of water.

I wouldn't. There is always the risk of getting blood everywhere even if your flow slows down when you get in the water.
