I hate laminate floors. They should be banned in all flats and in a lot of leases, you will find that they are.
If you rent from a council or housing association, make your complaints known to them. I do know that some councils will not allow wooden floors in flats for this reason.
If you are buying your flat, check your lease agreement, there may be a clause that laminate floors are not allowed.
Contact the council environmental health department for advice. Keep a diary so you have something to show them.
The people who put in these awful floors never put the insulation down because it is expensive and they never see it.
You might get him to relay his properly with insulation.
I feel for you, I had it with a woman who clomped about all night, dragging furniture. I went up and said how loud it was. She apologised but it was too late. I moved out and now live in a bungalow - bliss!.

Talk to him first about the noise or setup a meeting with the landlord if you're scared by him. Last resort is to move---fighting back is usually not beneficial....some people just don't realize how noisy they are. Tough situation to be in---maybe trade for an upper apt or look for an upper in the future or a lower with a good quiet person above. Some newer apt buildings are built with extra thick floors to reduce these problems.

He is big and scary, has telly on full blast, clumps about all night and lives upstairs.
He will probably be deaf to any form of complaint and immune to any form of protest. Like if he hears the drum beats he will probably start dancing to it.
Why not leave a tape recorder running during a critical hour, then taking it to the Citizen's advice bureau and taking it from there.

it sounds like he doesn't have any underlay under his laminate flooring the best thing to do is stay calm and try and talk to him about it he probably has no idea once you start a confrontation who can be the loudest etc. etc. it won't end until somebody leaves nobody ever wins an arguement good luck you might make a friend you never know

Doesn't matter how big and scary looking he is, there are laws about noise that big scary people have to obey too! Check with your local council's antisocial behaviour team.
Drum kit? Are you starting a band? Otherwise, forget this idea. He'll put in a complaint about you!

I would confront him about it, he may not realise he is causing allot of noise. But yeah if he turns out to be a jerk and doesnt care about what he is doing then you can always get the drumkit out sweetie.

You can't complain on him if you do the same thing.
It is better to be tolerant of a neighbors rudeness than to have to tolerate revenge. Works every time!
Put on some soothing music when he does his tap dance.
