That's only slightly more complicated that answering, "How do you know a poem is good?"
The true joy of poetry is that form and rules can all go out the window, if that's how the words speak to you.
My only advice when it comes to writing poetry is to read as much as you can -- of every sort of writing -- and discover words that connect with your heart. Good poetry can come from the editorial pages of your local newspaper, from the streets, from the universities -- as long as it comes from a place of sincerity and introspection.
And that's part two of my advice -- do everything you can to know yourself, and to understand your place in the world. There's a lot of angst-ridden poetry out there -- the poetry that transcends mere adolescent self-indulgence is the stuff that strives to put a larger face on it all and manages to connect with an outside audience.

In school they have you mimic
styles of writing (haikus, tonkas,
sonnets, etc.) and I think that's
lame. Teaching the style is fine,
but I don't like how they don't
always give us freedom when
it comes to our writing in school.
As for writing a good poem...
the best poetry comes from personal
experience, the heart, and is full
of emotion expressed through
similes and metaphoric phrases placed
together for people to figure out.
When you get people to actually
think about the meaning of what you
wrote, you know you wrote a good poem.
That can go for any kind of writing in
general.

First you read a lot of good poetry, and learn what it is that makes it good, then write some, and objectively look at it to see if you would think it good if someone else wrote it. Take it apart and put it back together.

that's like asking.. how do you conquer the universe..
there's no play book for how to write a good poem
you just have to be in the moment.. feel good and inspired and just write!
make it flow.. it doesn't even have to make sense... what matters is that it makes sense to you :)
