With parental conscent I think you can be married at 13 in the US. However I think it varies from state to state like age of conscent does.
New Hampshire: A female between the age of 13 and 17 years and a male between the age of 14 and 17 years can be married only with the permission of their parent (guardian) and a waiver. A female below the age of 13 and a male below the age of 14 are not allowed to marry under any conditions. If both parties are nonresidents of NH and are below the age of 18 they cannot be married in NH under any conditions.

Because of an error in the writing of a bill, as of July 31st, you can in Arkansas with parental consent (even if not pregnant).

August 27, 2007
LITTLE ROCK (AP) - Governor Beebe says there is no "imminent crisis" that would require a special legislative session to fix a mistake in the state's marriage law. The Legislature inadvertently passed law that allows Arkansans of any age to marry, as long as they have parental consent.
Beebe says county clerks feel like they don't have to issue marriage licenses to children who are vulnerable.
The Legislature is set to convene next in January 2009.
The governor did not completely shut the door on a special session and said one could be called if legislative leaders push for one or if a court challenge arises.
Some lawmakers have asked for a special session, saying the way the law is written now could invite pedophiles to Arkansas to attempt to marry children.
The marriage age law, which took effect July 31st, was intended to establish 18 as the minimum age to marry but also allow pregnant minors to marry with parental consent. An extraneous "not" in the bill, however, allows anyone who is not pregnant to marry at any age if the parents allow it."

Rules vary by state, but apparently anyone under 18 requires permission from the parents or judge, and the lowest age I see is 13 in New Hampshire

Those laws are made by the states individually...I have always heard that WV allowed very early marriages; but it could just be hype. Personally I think that 14 or even 16 is too young to make such a commitment...but that wasn't your question now was it?

Only if your parents sign consent papers...but that is only in certain states. Some states don't allow under 16 to marry with parent's consent.

Yes, you can in some states. I think Arkansas is one of them. You would need your parents permission.
