Since mermaids are fictional a real person could not become a fictional character, no more than you could become Harry Potter.
It is possible for a human with deformities to appear like a mermaid. It might also be possible for diving apparatus to reach the stage where a human could spend extended time below water without appearing to have external breathing aids.

What planet are you from? Of course not. That would mean
that this " mermaid" would have to be able to stay under water as long as she wanted. No! The baby on Oprah was born with abnormal legs that were fused together. She had surgery and and became somewhat normal.

No...well actually, I was watching Oprah this one time, and a baby who took the apperance of a mermaid was born out of a human woman.

depends on your interpretation of "become". according to certain interpretations of quantum mechanics, yes, even in the "real world" (interesting side note: it also, more or less, implies we are immortal)
scientists have also been working on virtual realities, in which the human mind would live in an utopian society. if they are advanced to a state in which it allows, the participator would be able to "be" anything they want in the virtual reality.
