I've never sold anything on ebay, so does the winner of the bid pay s&h or do I?

That`s up to the seller, It`s listed on each individual transaction. Some sellers give free S/H, and some charge for shipping and not handling and some charge for both. Make sure you read the entire transaction listing if you are buying, and, likewise, it is good business to list S/H charges if you are selling. Usually, if it is not listed (it happens) it is assumed the buyer pays for S/H, but not stating that in your item description usually leads to problems.

As the seller you set the shipping and handling price and the winner pays it. Things I have learned while selling on eBay:
-Set a return policy
-Triple check item description
-State where item can be shipped

The winner does. You state how much the shipping is and the winner pays it on top of their winning bid amount.

Generally the buyer pays shipping - it's added on to the winning bid to get their total. The listing often includes shipping info.

relies upon on state regulation. some states tax transport and dealing with expenses and a few do not. Others basically tax the dealing with fee if that's one by one reported yet tax the whole quantity if transport expenses and dealing with expenses are actually not one by one reported.
