No, this is proof that that our system works. Our military is controlled by our elected leaders, not the Generals. Remember too, this was the 60s. They were turbulent times. The cold war was raging, no body wanted a Communist country 90 miles from our shores. The CIA was coming up with some really outrageous ideas, but none of them were implemented. There are enough terrorists in the world and terrorist attacks that we don't need to come up with our own.

I read about this operation in a book about the NSA. It is absolutely possible the U.S. would stage terror attacks against it's own people to draw them into a war. It's happened before. Of course most Americans would never believe it, no matter how much evidence you present.
