Same things that always determined the quality of any armed force. Professional (well-trained, and, equally important, well-fed) soldiers, even more professional (and for a very long time, completely apolitical) officer corps, state-of-the art weaponry, and well thought out logistics.

The Roman Legions were powerful because of their high level of organization and discipline. Legionnaires were highly trained to fight in formation making them hard to defeat in battle. Legions were able to move quickly and maintain their supplies. The Romans also had advanced technology that gave the Legions an advantage.
A little pride helped too.

Simply put, Efficient organization and technological specialization.
Each Legion had units that were specialized in function or weapon. Additionally, there is also the point that Rome had professional soldiery, not conscripts. They inducted and trained soldiers rather than consciption. And a professional army is always more effective than an ametuer one, even if they are slaves.

Everybody has the right answer so far. Discipline means cohesion and ability to function in battle. It has been said that
the Roman soldiers trained like it was a battle and fought a battle as if it were mere training - automatically. They were "PROFESSIONAL" soldiers while most armies they fought were similar to militias - part time soldiers. Training does
make a difference.

Discipline is the #1 answer, they fight as a unit not individually, organized, well trained -It is said that equipments that used in training is a lot hevier than in combat- , they use formations (sounds lame but its true), their tactics like replacing the frontman is a big deal, and well equip -their big shields and deadly Gladius also helps too- .

I think it had mostly to do with them being so well organized, more sophistecated, and better funded than many other armies at that time.
It also help when you have good leaders who actually KNOW what they are doing not like some world leaders right now. *cough *cough Prez. Bush.

Better organization, better discipline, better supplied. Most other armies of that time were loosely organized, had little discipline and a smaller supply base.
