the steam is coming out of the right tail pipe

I suspect a leaking head gasket

That can cause overheating during acceleration when gases from the engine are forced into the coolant.
When you decelerate, the engine will pull coolant into the engine and spit it out the exhaust pipe.

Better ask a few shops to give you estimates on this repair. Some states even have laws about selling defective motor vehicles.
Did the owner sell it , "AS IS?"
If so you are stuck with the repair.
