If the webpage is being accessed from your computer or your network, it is possible. You'll need a hardware or software web filter to get the job done. The first website that I found that does what you need is http://www.codework.com/bcontrol/features.htm . There are many others... all you have to do is search.

If the computer accessing the web is not on your network, then there is no way to stop them from going to a website (unless you ask them).

From a computer or network that YOU are in charge of, yes. Stop the public in general from viewing it? No.

You can block the particular web site.
