My personal opinion is the the role of the conflict in Romeo and Juliet is to emphasize the strength of their love for each other in spite of everything. The conflict creates a contrast between everything that is bad - hatred of the families, lies,betrayals-and everything that is good-purity and strength of their love, devotion, trust- creating "black and white" contrast to make Romeo ans Juliet's love to stand out even more and shine through out the story.
That's just my opinion...

The role of conflict is that Romeo and Juliet can never be together because of their family's issues

Ahem! Conflict is the very soul of drama. There is no story without conflict. So the role in R&J is the same as the role in all plays--without it there is no story.
