You either have your sink far away from the water heater or a blown element in your water heater. Average time it takes my hot water to reach my bathroom is 20 seconds, if I open up the spigot all the way.

depends on where the hot water is located, if it,s quite a ways from bath room it will take a while,
has it always done this,?
if not there might be a lime build up in hot water side of faucet.

DOES THE TUB WATER GET HOT?
HOW FAR FROM WATER HEATER?
HOW LONG DOES THE WATER STAY HOT?
IT IS EITHER THE DISTANCE TO THE FAUCET FROM HEATER OR THE WATER HEATER IS FAULTY
