It is the apparent motion of the Sun relative to the Earth.
Per the principle of Relativity we dont see the earth move.We see the Sun moving in the opposite direction of our motion. the Sun's apparent motion is measured relative to The Celestial sphere. It moves in changing angle till it reaches a maximum of 23.5 degrees which is equal to the Earth's tilt relative to the Ecliptic. The complete cycle is called a solar year.

The ecliptic but planets, the moon, moons, asteroids and everything in the solar system follows it too.
