First install win98 in c:
second install winxp in d:
Third, boot to win xp (boot option of win xp and win98, but winxp being default), select "my computer", right click-properties, select advance, select "startup and recovery",
select the option in "default operating system" for win98 in drop down box.
Done................................

You have to install Windows XP only after installing Windows 98 .
once you have windows 98 installed , inser xp cd in windows 98 and click on install windows xp in autorun install window , then choose NEW install and then choose the path D: driver or wherever later. After windows xp install you will have the boot menu. by default xp is selected with 30 sec timer . if you want 98 to be default go to windows xp , right click on my coputer - properties -- Advance -- Startup and recover . In pop up windows you will have options to select default OS , ( u can reduce the time it displays boot options during startup ).Click OK for all windows and restart . and you are done .
remeber to install windows 98 first then xp .

Boot your computer in Windows XP,
Go to Start-->Control Panel-->System-->Advanced Tab-->Click Settings under Startup and Recovery-->Choose the Default Operating System-->Uncheck "Display list of Operating Systems for XX seconds."

That is something for the BIOS to handle. It's different if you're booting two different OS's from the same hard drive, but if you're booting two different OS's from two different hard drives, you should be able to change in the BIOS settings which hard drive is the default hard drive to boot from. The BIOS is the thing that comes before Windows or any OS starts loading, and it typically has a boot order that goes something like, CD drive>USB Port>Drive 1>Drive 2>some other unimportant stuff. Intel motherboards usually have a pretty nice BIOS, but the Dell and HP BIOSes leave a little to be desired.

you cannot boot two operating system at the same, it should be one at a time.. but you can have two operating system installed..
when you have 2 or more operating system you have to choice which one you gonna use, the default is always the last installed OS. to change this, right click "my computer" then properties >>>from the system properties dialog box, select "advance" menu, then below you can see the "startup & recovery">>> click the setting tab, now you can configure which operating system is priority and the time frame to open if you did not select manually...

There are several multi-boot loaders out there.
When you ask for step-by-step instructions, you have not done your homework yet.
Are C: and D: on the same hard drive or on different ones?
Google for multi-boot loaders. Each one has a different method of selecting the default boot device.

If you press F8 when the screen turns black at the start, you should get a list of options. One of these is something like "Select Operating System." Choose that one, and it should give you the choice.

Do you have 2 hard-drive? if not then what you must do is PARTITION YOUR HARD-DRIVE. Now INSTALL 98 ON PARTITION C: and then INSTALL XP ON PARTITION D:
Now whenever you switch your pc on it will ask you which windows you want to boot.
