The coolant level is fine, but the temp stays at 210 with a/c off (260 is in "red"). With a/c running it climbs to 240 or so (no numbers...?).

Stuck thermostat?
Worn water pump?
Loose belt?
Blown head gasket?
Plugged radiator?
Faulty radiator fan, relay, or themp. sensor?

I had a Dodge Neon that did that. Turned out to be the fans. They are ungodly expensive to replace.

I got used to driving with the heat on and the windows down. Works fine until you are in a traffic jam...

either you have a bad temp sending unit or the fan is not running if it is a electric fan
