It probably doesn;t save any power. It merely shifts the power
use to a different time of day. Getting up an hour earlier
without changing the clock would have the same effect as
Daylight Saving time, which is a major nuisance to some
people, especially farmers.

By adjusting the time people spend more of their waking time in the daylight. Less need to turn on lights. Less hours running furnaces during the winter. Safer driving while the sun is up. Probably some other reasons, as well.

They shift the hours so that the time you are awake, the sun is out longer, meaning you can use less lighting and such.
