This is wire that was run out to an outlet for a pond pump. Fortunately the gfi breaker was tripped so I didn't get shocked.

It was probably installed by either ;
A: Lazyman
B: Foolman
C: Moronman
No matter, It must be buried deeper, and must be wire intended for direct burial. I imagine no less that 18 - 24 inches. Then, some sort of diagram with careful measurements regarding it's location would be invaluable later, when memory inevitably fails.......

The homosex guy is correct. A GFCI protected wire has to be a min of 12" deep. Sounds like a joe handyman homeowner wiring job. Now you get to replace it if it is still needed.

If GFI protected, 120 volts or less, 20 amps or less, it only has to be 12" deep on residential property.

Replace it and put it in PVC conduit.

Yes it should be at least 18" deep and unless it is rated for direct burial, it should be in a conduit.

It should be at least 18 inches underground but most people just do enough to make it look cosmetically ok.

should have been inside conduit pipe, as well.... our cable lines are that shallow, too.... good for you and GFCI... smart!!... that just paid for itself!!....
