These are made of metal, they are hollow, they have no thread to screw onto something, the top and bottoms are secure ( not meant to be opened).
Ive been trying to find out what they are for some time now so any help will be great.

All three pics are of the same three things, So pic 1 and 3 are the same just with a penny for size, and pic 2 is the three things turned upside down.

They remind me of wax seals.
Like they used to have in old times.
Drop a bit of melted wax on your letter and press the seal into it.

Or maybe they are only sport souvenirs.
I hope you get a definitive answer too.

Added:
Having a second look, they remind me of game counters, but the one seems to have the text world cup, which would surely make it an souvenir item.

I'm not sure what you mean by the top and bottoms being secure but they definitely look like some kind of decorative nut. Is it possible that the threads have been drilled out?

Is the bottom solid and flat? They could be some kind of trim for machines or decorations. Or if the bottom is open, they might be button covers.

as the other answerer said, yes they do look like wax seals, but maybe they're paper weights or stamps you dip in ink and stamp on paper or something like that. maybe...
