currently the lines are split into two I would like to create one 220 outlet again- how do I do this/

Each hot is 1/2 of the total. Your 220 outlet should have 4 places to land a wire 2 hot (brass or gold) 1 white (neutral) and one green/bare. Land each wire to the proper colour. If you have aluminum wire, the ends of the wire need to have a special paste put on before termination. Also make sure that the plug/receptacle "style" matches the amperage of the breaker.
In some cases it is allowed to share ground/neutral if you only have three wires. but I would discourage it. Ground and neutral should only be tied together at the main junction box.

A stove top, unlike a free-standing stove, should be hardwired. Just 3 or 4 wirenuts should do the trick. If for some reason the previous homeowner did install a plug, it won't cost much to install one. (You can probably even use the old one!)

You probably have two 220 outlets.
You do not know what you are doing, and
there is too much to tell you that you need to
know to be safe to manage here.
Unless the outlet is matched in size to the
range you install it won't work properly.
Let a pro do this.

I think you need to call an electrician. I don't know what you mean by the lines are split in two.

It isn't difficult, but, like others have responded, you might want to seriously consider paying a professional to do this for safety and liability reasons. If you screw up and a fire occures, you could lose your property and your life and your insurance might not cover it. If you do decide to do it yourself, get a permit and have the city inspect your work.

If you have to ask, You should not do it. Find a friend or relative with the knowhow. It's not that complicated but it must be correct.
