Can someone please explain me about how you get charged on listing fee.

And what if your item doesn't sell? Do you still have to pay the listing fee?

You have to pay insertion and upgrade fees for items that you list on eBay. You pay those fees even if the item does not sell.

However, if you relist an item that did not sell, eBay will credit you back your insertion fee on the relisting if the item sells. This credit is only for the insertion fee and does not apply to upgrade fees (bold, highlight, subtitle, etc).

Yes, But it is cheaper to re-list it as is. Try lowering the starting price. Add more key words. List in other categories or more than one. If still no go, try the "Everything Else" categories. Lots of lookers there seeking bargains.
Remember though, it's less than a dollar for a minimum listing with a picture, so you don't loose a lot.
