I want to make a cartoon movie, like the simpons. Is there a good program that is free that can do that?

Use Macromedia flash. Just download the trial version from the adobe website. I've used it before. There is a bit of a learning curve if you're not familiar with computers. I would suggest finding a tutorial online.

Macromedia Flash is great. It is hard to use at first, but the end result is great.
