I would second Quincenera (sorry if it is spelled wrong.. ) except it is R as well.. Honestly.. I can't think of many... how about the Danish movie The Green Butchers?

Cinema Paradiso a french movie from 1989 that deals with a child who grows up with a passion for movies.. don't know much else about it..but it looks cute..

Roberto Benigni's Pinocchio.. come on.. him and pinocchio.. of course it's cute
and of course LIfe is Beautiful is another one of his.. pg-13

Kolya is a Czech movie "A confirmed bachelor is in for the surprise of his life when a get rich quick scheme backfires.. setting off a wild set of circumstances and leaving him with a pint-sized new roomate!"
