You tell her the truth. Telling her what she wants to hear, and not being able to give her what she needs or wants, is far worse than just telling her the truth. Never lead her on. If she wants to remain friends good, if not, at least you go away knowing you did the right thing by the both of you.

Be honest with her. It will hurt her more in the end if you lie to her. There is nothing worse than having someone tell you they love you and want to be with you just to find out in the end it was all a lie. It will end any chance you have of remaining friends with this girl.

Just tell her you love her like a "sister" and you really don't see your relationship going in any other direction. She is important and you do care about her but she you couldn't marry someone you view as family.

If you don't have feelings for her and you can't marry her, then you've got to say "no". I hope you haven't been giving her ideas that you have feelings for her, tho..
Let her down gently and I think you should stay away for a while until she gets over it. Make sure she has someone to talk to, tho..

If she is asking for sex I would do her the best I could because she must need it to actually ask for it instead of wait for it.

Obviously, you have to tell her no.
