Actually, people use the wrong "damn". "Damn" is short for condemn. When you say "damn this," or "damn that," you are saying that whatever it is should go to Hell.

The "dam" in "I don't give a dam," is a cheap bit of metal used to fix pots and pans back in the day. It was cheap and nearly worthless. "I don't give a dam," means that whatever is being evaluated is worthless. It is like saying, "I don't give a wad of used chewing gum."

It's is sometimes used to intensify the meaning of something. If I say a delicious piece of pie is not only good, but it's is damn good. Which means that the pie has exceeded my expectations of goodness.
